SC rejects pleas seeking 100% cross-verification of VVPAT slips

In an important order, the Supreme Court on Friday dismissed requests for 100% cross-verification of Electronic Voting Machines (EVMs) data with Voter Verifiable Paper Audit Trail (VVPAT) records, asserting that concerns about tampering with the machines were unfounded.

The ruling, delivered by Justices Sanjiv Khanna and Dipankar Datta, stated, "The evidence before us does not suggest any manipulation or deceit. It is clear that numerous safeguards and strict protocols are in place."

However, the Court issued several directives to enhance the existing system. Starting May 1, 2024, Symbol Loading Units (SLUs) must be sealed after the symbol loading process and stored in a secure room with the EVMs for 45 days following the election.

The Court also recommended the addition of an electronic device for counting paper slips and bar codes alongside political party symbols. Nevertheless, it rejected requests from petitioners to allow voters to physically insert VVPAT paper slips into ballot boxes.

This verdict is significant as it reinforces confidence in EVMs, despite scepticism from various opposition parties, and firmly rejects a return to paper ballots. The cases, initially reserved for orders on April 18, were re-listed on April 24 for technical clarifications from the Election Commission, and the final orders were announced on Friday.
